Up to $75,000	May be done by district staff, a negotiated contract or a purchase order. No public bid.	Nothing to register for. Introduce your company to the Purchasing Department.
$75,000 to $220,000	Informal bid, sent only to licensed contractors on the district's CUPCCAA Registered Contractors List.	Get on the list (steps below). Not on the list, no invitation.
Over $220,000	Formal public bid, posted on DemandStar. Legal notices also run in The Star-News.	Register on DemandStar to see and download bid documents. We list the ones we find in our weekly list.

The district says its 2026 thresholds may change over time, as state law allows.

Get on the list, step by step

1. Make sure your DIR public works registration is current. California requires it to bid public works.
2. Sign up for the CUPCCAA Registered Contractors List through Quality Bidders (qualitybidders.com), the online tool the district uses. The sign-up link is on the district's CUPCCAA page. Questions about the tool: qbsupport@colbitech.com.
3. For formal bids (over $220,000), register on DemandStar (demandstar.com) to get notices and download plans.
4. For larger jobs (about $1 million and up), check whether the project needs prequalification. The district runs it through Quality Bidders with a deadline set per project; see its Contractor Pre-Qualification page.
