How jobs go out, by size
| Job size or type | How it goes out | What you do |
|---|---|---|
| $75,000 or less | District staff may do the work, or the district negotiates a contract directly with a contractor. No public bid. | Get on the CUPCCAA Notification List (steps below). The list is also used for negotiated contract opportunities. |
| $75,000 to $220,000 | Informal bid, sent to contractors on the district's CUPCCAA Notification List. | Get on the list. Not on the list, no notice. |
| Over $220,000 | Formal bid. All public bids are released on PlanetBids, the district's procurement portal. | Register on PlanetBids and add all your NAICS codes so you get notices. |
Project plans are viewed in the district's planroom; we don't link to it.
Get on the list, step by step
- Make sure your DIR public works registration is current. California requires it to bid public works.
- Join the CUPCCAA Notification List (CUPCCAA is the state's Uniform Public Construction Cost Accounting Act). Fill in the district's online registration form, linked on its CUPCCAA page. You can sign up any time; the district also invites contractors at least once a year.
- Register on PlanetBids through the district's vendor portal link on its Doing Business page, and include all NAICS codes that fit your work.
- Check whether you need prequalification. The district says prime contractors must be prequalified even for design-bid-build projects under $1 million. Questions: prequal@sandi.net, 858-392-5344.
- Optional: join FPC's Business Outreach Database (linked on the Doing Business page).
