How to bid with Poway Unified School District

How jobs go out, by size

Job size or type	How it goes out	What you do
Up to $220,000	Informal bid, open only to contractors on the district's CUPCCAA list of registered contractors. For jobs up to $75,000, listed contractors send proposals on the district's own contract form.	Get on the list (steps below) before you bid.
Larger bids	Posted on the district's Current Bids & RFPs page with documents to download. Some bids are delivered to Purchasing; others must be sent through the district's online bidding portal (Cobblestone).	Check the page for each bid's rules.
Bond-funded contracts over $1 million	General contractors and certain subcontractors must be prequalified (state law AB 1565).	Apply on PQBids (pqbids.com).

Get on the list, step by step

1. Make sure your DIR public works registration is current. California requires it to bid public works. The district reminds contractors that DIR registration must be renewed by July 1.
2. Have a current California contractor license. The district checks it with the Contractors State License Board.
3. Email the yearly CUPCCAA Contractor Registration form (the 2026 form is posted on the district's page), with proof of insurance, to purchasing@powayusd.com before you submit any bid. The insurance endorsement must say "all operations resulting from informal and formally quoted projects".
4. For bond-funded jobs over $1 million, prequalify on PQBids (pqbids.com) if you hold an A, B, C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 license.
