How to bid with the North County Transit District
The North County Transit District (NCTD) is the public transit agency for North County. It says both its formal and informal solicitations may go through its PlanetBids portal, so registering there is the main way in.

NCTD's pages give no dollar thresholds. UPCCAA is the Uniform Public Construction Cost Accounting Act, which lets agencies use simpler bidding for smaller jobs.
Get on the list, step by step
- Make sure your DIR public works registration is current. California requires it to bid public works.
- Register as a bidder on NCTD's PlanetBids portal (planetbids.com). Fill in your whole profile: all your NAICS and commodity codes, licenses and certifications such as DBE. NCTD says an incomplete profile can cost you notices.
- Ask NCTD Procurement how to get on its UPCCAA Qualified Contractors List (the 2026 list is posted; the page doesn't say how to join).
- If you are a DBE (Disadvantaged Business Enterprise) or want to team with one, see NCTD's DBE program and contact its DBE Liaison Officer at civilrightsoffice@nctd.org.
- Keep your PlanetBids contact details current, and download every addendum before you bid.
