How to bid with the City of Imperial Beach
A small beach city in the South Bay. It uses the state's informal bidding rules (CUPCCAA, the Uniform Public Construction Cost Accounting Act) for smaller public works jobs, and sends those bids to contractors on its own list.
You're signed up. The list arrives Monday mornings. If an
email from San Diego Bids asks you to confirm, click the link in it.

How jobs go out, by size
| Job size or type | How it goes out | What you do |
|---|---|---|
| Under $200,000 (as the city's form page states) | Informal bid, sent to contractors on the city's Informal Bidding Contractors List. The page says all trade categories are included. | Fill in the city's Preferred Contractor List Form (steps below). |
| Advertised Capital Improvement Projects | Public bid. Bid documents are on BidNet Direct, linked from the city's Bids page. | Download the documents on BidNet Direct. Entering your contact details puts you on the plan holders list. Check for addenda: the city treats bids without them as non-responsive. |
The form page still says "2019/20 calendar year" and a $200,000 limit. Call the city to confirm the list is current before relying on it.
Get on the list, step by step
- Make sure your DIR public works registration is current. California requires it to bid public works. The city's form page repeats this rule.
- Have a current contractor's license. The city checks it with the Contractors State License Board (CSLB).
- Fill in the Preferred Contractor List Form on the city's website (company, contact details, type of work and license classes). Questions: Roberta Otero, 619-423-3728.
- For advertised projects, check the city's Bids page, which links to BidNet Direct (bidnetdirect.com).
