How to bid with the City of Del Mar
A small coastal city that moved its bidding to PlanetBids in September 2026. It uses CUPCCAA (the Uniform Public Construction Cost Accounting Act), so mid-size jobs can go to contractors on its Qualified Contractor List.

How jobs go out, by size
| Job size or type | How it goes out | What you do |
|---|---|---|
| Under $75,000 | May be done by City staff, a negotiated contract or a purchase order. No public bid. | Nothing to register for. |
| Up to $220,000 | Informal or formal bid. The City notifies contractors on its Qualified Contractor List. | Get on the list (steps below). |
| Over $220,000 | Formal bid, posted on the City website and PlanetBids. Sealed bids opened in public; awarded by City Council to the lowest responsive, responsible bidder. | Watch PlanetBids. Construction bids are turned in in person; PlanetBids registration is encouraged but not required. |
Bids issued before September 2026 are in the City's archive on its own website.
Get on the list, step by step
- Make sure your DIR public works registration is current. California requires it to bid public works.
- Register as a vendor on the City's PlanetBids portal (planetbids.com, portal 88807). Bid alerts go out when your NAICS (industry) codes match a project.
- To join the Qualified Contractor List, also email your request to publicworks@delmar.ca.us. Details are in the City's "Notice Inviting Qualified Contractors" on PlanetBids. The list is updated yearly.
- Plan for bonds: payment and performance bonds are required on contracts over $25,000, and prevailing wages apply over $1,000.
